... and run-down buildings, some of which have been that way for years
And there are locals being local, despite all the tourist traps

Plaka does seem to have so much - but you need to lool. Otherwise all you see are 100 identical restraunts, massive tourist hordes and run down buildings. Check out the other sections of the Plaka pages for more dimensions to this area.
